Shoutbox or forum with the following features required.
I am after a forum/shoutbox hybrid. i.e. a single thread, with all recent message bodies visible (not just the message titles). With the most recent message at the top. It would be great to have the option of not having to log on. I had access to a forum once that had these characteristics and spam was rarely a problem. As long as a select few are given the power to delete junk then that's ok. It would be a bonus to be able to upload pictures (maybe restricted in size) too.

An imageboard may be ok as long as it still has the characteristics described in the original post. Would you care to recommend one?

I would, but I'm currently unaware of any that are up for download. Try searching "free image board" on Google

You can give Zoho Discussions a try! http://discussions.zoho.com/
It is powered by a WYSIWIG editor that will allow you to embed images right into the post. Comes equipped with access control - including ability to turn on / off guest participation (aided by CAPTCHA of course).
