Access Control List

Access Control List allows the admin to block certain parts of the program from certain groups or users with a certain amount of posts.

This allows items like avatars, signatures, and so forth to be earned to avoid the problem of spamming or abuse.

Some boards use this in the form of rank or group or in the form of post count.
