phpBB 3.0.8 supports human/SEO-friendly URLs only through 3rd party plugins such as http://www.phpbb-seo.com/ or http://www.magic-seo-url.com/. Its own SEO plugin has been abandoned since May 2010 (phpBB v3.0.0), and no longer installs correctly.
